The last update that I received about the Chinese academic writing companies is that they are functioning from within China and their writers are now composed of Chinese citizens who have been educated either in the US or the UK. Academic writing is considered a formal career in China and is not hidden in the shadows as the occupation is in the UK and the US, among other countries. The students that these companies cater to are solely the Chinese students abroad as well. It is not an industry that is government regulated as far as I know. They prefer to hire Chinese speaking writers who have a high degree of English competence to avoid any problems with instruction translation.
