This is not new; it is simply a way of telling prospective clients that they have a certain caliber of writers they have labelled top writers. Think about it. The client will probably think that this is based on past work output from such writers yet that is simply not the case. It is a good strategy for catching the customer's eye and I really pity clients who fall for such traps because soon as you place an order demanding a 'top writer', your order is simply put on the order board like any other.
