"Their" country's laws are irrelevant. Any foreign site that advertises in a particular state in the U.S. and/or completes a single transaction with a customer in a particular state in the U.S. is legally bound--almost automatically--to the jurisdiction of that particular state.

again the criteria to judge a website should be:

ALERT!

1) "Web site support agents" don't write the papers (at least that's the case in any worthwhile company that can keep the lights on).

2) An email address can be spoofed, faked, tossed out, and/or replaced in a matter of minutes. Fraudsters make a living with fraudulent email addresses.

3) PayPal is not a "safe" or guaranteed method of payment for customers who want to order writing/research/papers (i.e., virtual goods), so your claim is asinine. As clearly stated in Section 13.3 Ineligible Items of PayPal's service agreement, the following items are ineligible for buyer protection:

* Intangible items, including Digital Goods
* Services
* Custom-made items

It's cyclic in nature. Every so often, a guy comes along who--for whatever reason--thinks he's going to be the first to "out" me as having posted false information. Like all others before him, he fails.
