IF they refunded you, you are not their customer any more. I read the paper when it was still posted and it was not that bad. I couldn't view the attachments though. However, I haven't checked it for plagiarism so it's possible the 'good parts' have simply been plagiarized. You're certainly right about misleading location - anybody can register a com.au domain and claim to be from Australia. Same applies to .co.uk (British) or .com (US / worldwide).
