United States College Paper Writing Companies?

Are there any legitimate (i realize this term is relative) essay companies in the United States? it seems like they are all located in the U.K., or the secretly in the Ukraine. Why is this? i was just wondering about the types of regulations that might differ between countries. is there something about laws in the United States that discourages these businesses?
