I have used custompapers.com, while generally ok, I had each project rewritten by papermasters.com / mastersproposal.com/mt.htm and was more satisfied by the work.

In my opinion, they were ok for small projects, I have moved up to paper masters now after a lot of trial and error. Little more expensive, but the quality was better.
