I got penalties from them a few times but that was only fair. And now I strive to make every effort to receive full salary without any penalties by submitting top-notch papers.

I fully agree with you. 4writers.net team values their customers and it is quite natural as they help us to earn money. So it is clear that sometimes they penalize us (writers) if we don't perform our job. If the writer uploads bs, customers demand their money back, and it is understandable that writers do not receive money for such orders.

I work for 4writers.net and I'm fully satisfied. If you work good,they pay on time. I don't agree with you that 4writers.net is a scam since they paid off all my completed orders. They strive to be fair with their employees. Writers should understand that 4writers pays for those orders that are of good quality and without any delays.
