Cost of developing a fully functional essay writing site?

I want to start an essay writing website. How much does it cost to develop a functional website (front end for clients and back end for writers)? Should I use a web design company or it's better to go with a freelance programmer?

I'm mostly interested in an approximate total cost. For example, how much a russian website like bestessays[DND*] or ukessays.com may cost? My guess is 5K-10K - is that about right?

Do you have any web design company or programmer recommendation? I prefer to work with US/UK designer vs. a foreign provider. Does it matter if I work with a US/UK company vs. a Russian or Asian company?
