Any moron with remedial PHP skills can create a plagiarism scanner, especially one like yours that merely uses an API to access Google and Yahoo. In fact, you're probably the 3rd or 4th "goofball" to SPAM his "free" (not really) plagiarism scanner in this forum. They paid the price for spamming, and so will you, if you continue.
i do have access to turnitin but once i submit my paper, it'll be in the database already. so i'm not sure if they do checks for people without storing their papers.

I've never used any of those services but I know all the legit essay companies have their own proprietary versions to check the work. How do you know that you can trust that the commercial plagiarism scanners will honor what the check-box says it does?

I've often wondered about that, FW. There is no way for us to really know, is there? I guess I'm assuming that iParadigms would not want any more bad publicity or lawsuits - bound to happen (I think) if it violates the customer's `no-storage demand.' But, at the end of the day, you are right - we do not know.
As far as I know almost all plagiarism checkers use Google API and that it absolutely legal. You are quite right, Google's API doesn't search all Google properties so the results are inaccurate.

It allows free checking of small write-up (may be upto 2-3 paragraphs), and if you purchase the monthly cost is $ 8. It appears to be cheap than turnitin.com, if you have long article or have more than one article to check. I am not sure about the quality or reliability of dustball.

Your product may be safe with dustball but with regards to efficiency you'll find it totally useless in comparison to Writecheck/turnitin. The likes of Dustball and copyscape only detect plagiarism at its most extreme, which is why Writecheck remains your best bet although their prices have hit the roof lately with charges of around $7 per document. In any case, it is the only one that uses the turnitin database, which makes it suitable for those whose papers are submitted through the database.

There's a really easy way to check for plagiarism: ask yourself, "did I properly cite each source when I used their words/information?" If you did, you don't have anything to worry about. I really don't understand why plagiarism detection is something so many students suddenly think they need--as long as you didn't copy someone else's words, you're fine.
