If you scam a company (buy essay with stolen card) they go for you and get you quick. Otherwise they dont and cannot. You should watch for writers like pheelyks they are more the danger.

This bull**** is just to avoid legal trouble and in some cases an excuse to avoid reworks.

The universities only have access to software and other apps that can help them prove a plagiarized paper. They cannot prove a paper was bought. It isn't like the writing company puts a watermark identifying the company or writer that completed the paper for the student on the research paper or essay. Bank accounts are protected internationally by banking secrecy laws. It is not that easy to get a copy of a person's bank or credit card statement. That takes a court order.

Typically, the way students manage to get themselves in trouble really has nothing to do with their schools going out of their way to identify ghostwritten essays. What happens is simply that students submit essays that are so much better than all of their other essays that a professor who is already familiar with their writing abilities and style immediately recognizes the difference between their ghostwritten essays and the previous essays written by those students.

Unless the now graduated student plans to work for any government in the world, I sincerely doubt that his potential employer will do a deep search into his academic, financial, and personal background. Even then I doubt they would look into whether or not a student purchased academic papers during his college days. It will not have a true relevance to his job skills anyway. It is either he learned to do the job or not during his focused academic years. A university professor might realize the student bought an essay during the term, but not after and most certainly, not after graduation. Students will always do best to follow the instruction of the writing company. Use the originally written paper as a model and nothing more. Rewrite the paper as needed to avoid any future complications.

I think employers would care if they knew; but it's very difficult to imagine a realistic scenario in which they'd ever find out.
