PayPal Writing Service Claim

Hello,

I ordered ESSAY WRITING service from a writing service co, it is a business plan company and I have the whole info about the company owner. I paid by my BANK account that linked in PayPal. However, the writer (the owner) wrote me bad and plagiarized paper. I claimed for refund and requested a distribution through PayPal, he rejected my claim and said .. NO REFUND.

In this case, how can I claim to get my money back ?
