Here are my expected requirements:

The paper being edited is a proposed research Concept Paper being submitted within a Ph.D. program.

Only authoritative peer-review journal articles written in the last 5 years may be used. All source materials cited must have a DOI or ULR references citations.

The final document must be in RTF format and all changes MUST be incorporated into the final document being returned.

I found university dissertations which seems professional and the name didn't come up on the "dishonest" list of sites of Essayfraud but they are pretty expensive, asking me for 1.800 Euros...

WB always forgot to mention how we want to stop verifiable fraud, but also teach students how to spot or find reliable websites. We are not mean people. We help where we can and where we can. We leave the choice to the student after offering useful insights beyond ssimply calling a company a scam.

The paper requirements are quite complex. I would not hire the first writing service I came across, regardless of cost, which I believe was the first requirement for the OP. shop over several sites before making a decision. Present your requirements to the companies and see what they can offer. Compare, compare, compare! The student must have writer requirements aside from paper requirements. Otherwise, the company can easily fool the student into hiring them. If you think they cannot deliver then you can be sure of it. Consider a private individual hire if you can. The most professional writers are normally non-affiliated with writing companies anyway.

Actually, those specifications are perfectly routine for a dissertation and there's absolutely nothing remotely "complex" about them to anybody with experience producing dissertations. It's also extremely routine for dissertation committees to issue requests for revisions and they're priced according to how much additional work they require.
