I disagree with you completely. PR of the website is only about how well the website is promoted (e.g. how much money owners are spending on promotion). This has nothing to do to how serious website is and if its legit.

I know that some of the biggest frauds on the market spend lots of money on website promotion....

Does anyone know what happened to essay fraud? they had "for sale" message some time ago and now website is not live.... Or it is live but the content is completely different and nor related to academic paper research fraud.
