If someone has an interest in a particular service or action and this interest or action is restricted then it is a violation of the Lanham Act..

If I'm understanding you correctly, you're comparing apples to oranges. There's quite a big difference between a legit company advertising itself here and a legit company willfully and hypocritically advertising a well-known, fraudulent company from Ukraine simply because a few dollars changed hands.

My point about Google and Bing was that they don't check if a service is legitimate or not

On a weekly basis, they have MILLIONS of sites to review in hundreds of different industries. They aren't selling ad space on an "anti-scam" site, either.

The owners of this site have--at most--three sites to review at any given time, all from the same industry.

Google Adwords banned essay sites long ago, but some are squeaking through by posing as "editing" sites. I don't know the latest on Bing. Regardless, neither of those entities were designed with the specific goal of exposing fraudulent essay sites.

If the owners of this site are willing to sell their integrity for a few bucks a month, why not announce that as part of an open, public policy? Of course, I will be quite disappointed if that's the case. I've come to expect better of the owners. For now, I'm going to assume that it was an oversight.

One possibility is that their own webmaster is doing a dirty job.

That's definitely not what's happening. The scale is far too vast for that to be the case. We're talking hundreds of thousands of exploited sites. The criminals are sending out a bot to scour the Internet in search of sites that contain the particular vulnerabilities that they wish to exploit. The bots either compile a list of the vulnerable sites so that the scum can exploit them later or the bot exploits the vulnerabilities of each site on-the-spot. It just depends on the capabilities of their bot.

Well, the redirects are definitely referrer-based. Redirection occurs only if you click on the link in Google's search results. If you attempt to go directly to the page (for example, automaticwasher.org/FUN/writing-help.php?essay_id=term-paper- lab) in your browser's address bar, the redirect does not take place. Instead, you get a 404 or are redirected to the site owner's default page. So, in short, the scumbags are injecting malicious code that redirects victims' pages only when those pages are clicked from within Google's search results.

UPDATE: The redirects take place from within Bing's search results, as well. However, a few tests indicate that the redirects are NOT currently taking place from within Yahoo's search results.

The victims include businesses, universities, musicians, organizations, etc. Following is the link to search results for merely one keyword. Keep in mind that they are doing the same thing with thousands--if not millions--of different keywords.

You will see that many of the listings redirect to evolutionwriters.com, paperduenow.com, and other sites owned by the same, dirty, corrupt, lawless outfit in Ukraine.

There is no such thing as "blocking" a backlink via htaccess. Google still sees the backlinks because they are not hosted on your domain. All you are doing is preventing your webpage to which a particular link points from opening in the browser when someone clicks on it, and ONLY if the link resides on one of the denied domains.
